QEF Sponsored Subscriptions for 2025/26 School Year (Full School Year and First Half of the School Year) Are Now Closed

Schools intending to use Quality Education Fund (QEF) sponsorship must fulfill the following two conditions to utilize the fund for subscribing to the first half of the school year or the full school year of 25/26:

  1. Must successfully submit the subscription application on the EdCity e-Learning Ancillary Facilities Programme application system and obtain the Subscription Confirmation on or before 30 September 2025, 23:59:59. And,

  2. Must successfully upload the Subscription Confirmation with the Principal’s signature and school stamp to the EdCity e-Learning Ancillary Facilities Programme application system on or before 9 October 2025, 23:59:59.

Note: These deadlines do not apply to schools using self-funding for subscriptions.

Education Bureau Circular Memorandum No. 98/2025

This circular memorandum informs schools of launching the project deliverables developed under the Quality Education Fund (QEF) e-Learning Ancillary Facilities
Programme (eLAFP), and invites all publicly-funded schools to use the deliverable(s) with sponsorship provided by QEF.

Applications for subscription to the e-Learning Ancillary Facilities Program (eLAFP) for the 2025/26 school year are now open.

If you wish to start using the service from 1 September 2025*, please submit your application by 15 August 2025.

(*The actual date of availability is subject to factors such as subscription date, progress, the date the school updates student information, etc.)

Key Dates for 2025/26 School Year

30 June 2025

Subscriptions are now OPEN for the 2025/26 school year (full school year and first half of the school year)

1 September 2025*

Full school year and first half of the school year services commence

*The actual date of availability is subject to factors such as subscription date, progress, the date the school updates student information, etc.

30 September 2025*

Subscriptions are now CLOSED for the 2025/26 school year (full school year and first half of the school year)

*The subscription deadline only applies to Publicly-funded Schools that would like to use the QEF eLAFP voucher. Self-pay Participating schools and the Public are not subject to this deadline.

Reminder

You are about to enter the Quality Education Fund e-Learning Ancillary Facilities Programme (QEF eLAFP) application system. To subscribe on behalf of your school, your school needs to:

• have a Hong Kong Education City (EdCity) School Account,
• and use the School Buyer Account to log in
