Applications for the e-Learning Ancillary Facilities Program (eLAFP) are now open for the second half of the 2025/26 school year
Schools intending to use Quality Education Fund (QEF) sponsorship must fulfill the following two conditions to utilize the fund for subscribing to the second half of the 2025/26 school year:
- Must successfully submit the subscription application on the EdCity e-Learning Ancillary Facilities Programme application system and obtain the Subscription Confirmation on or before 10 March, 2026, 23:59:59. And,
- Must successfully upload the Subscription Confirmation with the Principal’s signature and school stamp to the EdCity e-Learning Ancillary Facilities Programme application system on or before 17 March, 2026, 23:59:59.
Note: These deadlines do not apply to schools using self-funding for subscriptions.
This circular memorandum informs schools of launching the Batch 2 project deliverables developed under the Quality Education Fund (QEF) e-Learning Ancillary Facilities Programme (eLAFP), and invites all publicly-funded schools 1 to use the deliverable(s) with sponsorship provided by the QEF.
eLAFP Online Briefing Sessions (January 2026)
Hong Kong Education City (HKEdCity) and the Quality Education Fund (QEF) are jointly launching the e-Learning Ancillary Facilities Programme (eLAFP). The Programme will begin accepting subscriptions for the second half of the 2025/26 school year from 7 January, 2026, providing innovative e-learning solutions to the education sector.
To help schools understand the Programme details and subscription arrangements, HKEdCity will host two online briefing sessions on 16 January (Friday) and 22 January (Thursday), 2026. We cordially invite relevant teachers and staff members to attend.

Subscriptions are now OPEN for the 2025/26 school year (full school year and first half of the school year)
1 September 2025*
Full school year and first half of the school year services commence
*The actual date of availability is subject to factors such as subscription date, progress, the date the school updates student information, etc.
30 September 2025*
*The subscription deadline only applies to Publicly-funded Schools that would like to use the QEF eLAFP voucher. Self-pay Participating schools and the Public are not subject to this deadline.
7 January 2026
Subscriptions are now OPEN for the second half of the 2025/26 school year
1 February 2026*
Second half of the school year services commence
*The actual date of availability is subject to factors such as subscription date, progress, the date the school updates student information, etc.
10 March 2026*
Subscriptions are now CLOSED for the second half of the 2025/26 school year
*The subscription deadline only applies to Publicly-funded Schools that would like to use the QEF eLAFP voucher. Self-pay Participating schools and the Public are not subject to this deadline.
